"WWF Partners in New 5-Year Program to Help Restore Nepal’s Forests and Combat Climate Impacts " prweb.com

A five-year program to reduce the impacts of a changing climate and threats to biodiversity and local people in Nepal, called Hariyo Ban, was launched this week in Kathmandu. The program, funded by USAID, is being led by World Wildlife Fund (WWF) in partnership with a consortium of leading conservation organizations in Nepal – CARE, the Federation of Community Forestry Users in Nepal (FECOFUN) and the National Trust for Nature Conservation (NTNC).
Climate change poses a major threat to the people and biodiversity of Nepal. More than 10 million people are vulnerable to the impacts of climate change in Nepal. Glacier retreat in the Himalayas has increased the risk of glacier lake outburst floods, which could have devastating consequences for downstream communities, infrastructure, property and wild animals. Increasingly intense and frequent forest fires, floods and landslides also threaten biodiversity and livelihoods in the region.
Hariyo Ban, which means “green forests” in Nepali, will help build resilience to climate change in communities and ecosystems by restoring and protecting Nepal’s forests. It will also improve the livelihoods of some of Nepal’s most impoverished communities.
“Recognizing the inseparable link between climate change and development, USAID is proud to lead President Obama’s vision for global development that includes the Global Climate Change Initiative,” said Ms. Patricia Mahoney, Chargé d’affaires, US Embassy. “This initiative promotes strategic efforts to build lasting resilience against climate impacts, reduce deforestation and land degradation, foster low-carbon growth, and promote sustainable societies, thus, meeting the adaptation and mitigation needs of developing countries like Nepal.”
Hariyo Ban aims to reduce over 1 million metric tons of CO2 emissions in the target landscapes. It will also help improve the livelihoods of 180,000 people; improve the management of 124,000 acres of forest; and generate revenue from Payments for Environmental Services.
“This ambitious project recognizes that forests are the true wealth of Nepal, as forests not only support the livelihoods of millions of people and provide a safe haven for endangered species but also are vital to combat the impacts of climate change,” said Judy Oglethorpe, the Chief of Party for Hariyo Ban. “For WWF, this project also marks a return to the world famous Annapurna Conservation Area, which was created through the pioneering efforts of the late Mingma Sherpa and Dr. Chandra Gurung, both of WWF.”
Hariyo Ban will build on the successes of past conservation initiatives in the Terai Arc Landscape in southern Nepal, which is the biggest and most ambitious landscape level conservation site in Nepal, and the new Chitwan-Annapurna Linkage, which links the high Himalayas to the Terai.
“Nepal is one of the most climate-vulnerable countries in the world and the Government of Nepal welcomes the efforts being made by Hariyo Ban,” said Mr. Deependra Bahadur Kshetry, Vice-Chairman of the National Planning Commission. “The year 2011 is being celebrated as the International Year of Forests and the theme ‘Forests for People’ also complements the goals of Hariyo Ban, which is expected to bring positive results to the people and environment of Nepal.”

Climate change in Nepal
The increasingly unpredictable weather patterns include warmer and drier winters, drought, changes in the monsoon rain patterns, and more intense precipitation events. In the mountains the warmer, drier winters with limited snowfall and rain in the last few years have affected winter crops and contributed to food shortages. In the low-lying Terai more intense flash floods and cold spells are destroying crops, and severe flooding has resulted in temporary displacement of people.
The changes in temperature and rainfall are creating favorable environments for pests, diseases and invasive species to emerge, spread and encroach in agricultural and forest lands and cause loss of biodiversity. Water resources are affected, with direct impacts on wetlands, the availability and quality of fresh water, water recharge systems for irrigation and hydropower, as well as the risk of increased floods, droughts and landslides. The most sensitive sectors are agriculture, forestry, water and energy, health, urban and infrastructure, tourism, industry, and overall livelihoods and economy.

The Union government is considering a pact with neighbouring countries for development of dry ports, to global standards. The United Nations Economic and Social Commission for Asia and the Pacific (Unescap) is trying to help Asian countries reach an agreement.

A dry port is an inland terminal directly connected by rail or road to a sea port, providing services for handling, temporary storage, inspection and customs clearance for international freight. India has 155 places so notified, with 89 in the development stage.

In the north, Tughlakabad (Delhi) and Dadri (Uttar Pradesh), already functioning as inland container depots (ICDs), could be integrated with dry ports in Pakistan. Similar integration could be had for Mulund in Mumbai and another in south Bangalore. “Such ports will be connected through roads and railways, resulting in development of infrastructure in these corridors. This will bring down cost for traders and provide them greater access to international markets, thereby increasing trade,” a finance ministry official told Business Standard.

Dry ports are usually located where networks of different transportation modes converge. This reduces transport costs and transit time, spurring investment in the surrounding areas.

Unescap says for geopolitical and historical reasons, the Asia-Pacific region has been better connected with Europe and North America than with itself. With the deepening of economic integration in the region in recent years, dry ports in the landlocked countries can play an equivalent role as sea ports for intra-regional trade.

Some countries in Asia such as China, India, Malaysia, South Korea, Russia and Thailand have established functioning dry ports. In India, the Container Corporation of India has put in place a network of 59 ICDs, of which 49 are export-import depots. These customs-bonded ICDs are dry ports in the hinterland and provide all port facilities to the customers. The terminals are mostly linked by rail.

Dry ports can also help reduce carbon dioxide emissions. Unescap had calculated that the Birgunj inland depot in Nepal, through dry port operation and rail connection, had resulted in reduction of such emission of almost 58,000 tonnes-equivalent in 2008-2009. The Birgunj depot handles containers transported between the dry port and the Kolkata/Haldia ports in India.

A squad deputed from Police Post Inarwa arrested Sunil Shrestha (17) of Dhungepatan of Kaski district with 75 pieces of TT and same number of Nitro vat tablets, according to District Police Office, Parsa.

Similarly, the police squad held Sikendra Giri (16) with 180 pieces of TT from Narayangadh of Chitwan at around 11.30 last night.

In yet another move, Border Police Post, Chhapkaiya caught Nitesh Thakur (18) of Motihari in Bihar State of India with 120 tablets of Nitro vat.

BHADRAPUR, Nov 9: The Argha is being offered to the Sun God once again to the rising sun in the river banks in Jhapa district after rumours were spread that Goddess Chhath was angered as the Chhath rituals were not followed accordingly.

The rumour was spread in Jhapa as well, after it broke out in Biratnagar and hundreds of devotees started the ritual at the Mechi River banks in Bhadrapur on Wednesday morning.

Indian Chhath devotees also offered the Argha on the other side of the bordering river.

One Sangita Neupane said she begged pardon from the Goddess by offering coconut, banana, pan and betel nut, and incense once again.

Rumours have spread in Jhapa that one devotee died in Biratnagar after he returned home from Chhath worship, thinking that the death was because Goddess Chhath was angered for not performing worship with rituals and not offering Argha to Sun God.

Ashok Mallik of Chandragadhi said Chhath worshippers have been terrorized and he too has sent his wife to repeat the ritual.

Kathmandu, Nov 8 (PTI) With China showing keen interest in developing Buddha''s birthplace in Nepal, Congress leader Karan Singh today said New Delhi should remain cautious about it as Lumbini, also a UNESCO World Heritage Site, is situated close to the Indian border.
India should also extend help for the development of Lumbini, Singh, an eminent scholar who is on a visit here, said.
"Both India and Nepal can benefit from tourism if we could market the entire Buddhist circuit, including Lumbini, together with India''s Bodh Gaya and Sarnath," he said.
Asked about China''s growing involvement in the development of Lumbini, he said India should remain cautious and play an active role in this regard as the Buddhist pilgrimage site "lies near our border".
Maoist chief Prachanda, who is also the co-chairman of Asia Pacific Exchange and Cooperation (APEC) Foundation, is currently in New York to seek the United Nation''s cooperation and assistance for the development of Lumbini in Nepal''s Rupandehi district, which is about 8-km from the open Nepal-India border.

APEC Foundation had recently come under fire by Buddhists and some political leaders after it floated the idea of developing Lumbini as a ''mecca'' of Buddhists by mobilising USD 3 billion aid from various donors, including from China, without consulting the Lumbini Development Trust, a government body authorised to develop the area and implement the master plan prepared by famous Japanese architect Kezo Tange.
Karan Singh, who met top leaders like President Ram Baran Yadav, Prime Minister Baburam Bhattarai, Nepali Congress'' Sushil Koirala and former King Gyanendra during his visit, said that India wants to see a peaceful, stable, democratic, prosperous and strong Nepal.
He hailed the Seven-Point Agreement reached among the major political parties of Nepal, including the ruling Unified CPN-Maoist and main opposition Nepali Congress, saying that it was an important pact which had been widely appreciated both in Nepal and India.
He, however, stressed on the need to properly implement the pact that aims to conclude the peace process within a month and expedite the Constitution-drafting process.

Singh said that once Nepal attains political stability and concludes the political transition, the economic activities will gear up.

पिताजी पटना से मैथिली लोक संगीत की कुछ सीडी लाए थे। उससे पहले मैथिली गीतों में मुझे वो क्लास नजर नहीं आता था या हमने उस क्लास को खोजने की ही कोशिश नहीं की थी। मैथिली के गीतों को मैं एक अरसे के बाद सुन रहा था। दिल्ली में मीडिया की, और वो भी एक अंग्रेजी चैनल की नौकरी आपको किस कदर अपनी जड़ों से काट देने के लिए उकसाती है इसका एहसास मुझे अचानक ही हुआ। मैथिली भक्ति संगीत का वो गाना जो भगवान शिव को समर्पित था-वो इस हद तक क्सासिकल था कि मुझे लगा कि अगर ये बंगाली या कन्नड़ में होता वहां के लोग इसे न्यूयार्क तक बेच आते। लेकिन नहीं, शायद मैथिली, अवधी या ब्रज जैसी भाषाओं को ये नसीब नहीं। वहां का संगीत, वहां का साहित्य और वहां की संस्कृति किस कदर एक स्लो डेथ की तरफ बढ़ रही है इसका विश्लेषण शायद बड़े विमर्श की मांग करता है।

जब दुनिया ग्लोबल नहीं हुई थी शायद मेरी भाषा इतनी नीरीह नहीं थी। उसमें काफी दम था, वो खिलखिलाती थी तो लोगबाग जरुर ध्यान देते थे। हिंदुस्तान के सतरंगी बगिया में बंगाली, उडिया, कन्नड़, अवधी और ब्रजभाषा की तरह वो भी एक खूबसूरत फूल थी। लेकिन जमाने ने जब करवट ली तो ये तय हो गया कि देश में छोटी-2 भाषाओं के लिए कोई जगह नहीं है। बात करें उत्तर भारत की तो मेरी भाषा हिंदी के विस्तारवाद का शिकार हो गई, ये कहने में मुझे कोई झिझक नहीं। मैथिली हिंदी से मिलती जुलती तो है लेकिन वो भाषाई और सांस्कृतिक रुप से बंगाली के ज्यादा निकट है। मिथिला का क्लचर भी बंगाल से ज्यादा मिलता जुलता है। माछ- भात (मछली-चावल) अभी भी वहां का सर्वप्रिय भोजन है, लेकिन ग्लोबलाईजेशन के बाद करवाचौथ भी पहुंचने लगा है। मेरी इन पंक्तियों का करवाचौथ से कोई विरोध नहीं है, लेकिन दुख की बात ये कि लोग अपनी सांस्कृतिक प्रतीकों को तेजी से भूलते जा रहे हैं।

मैथिली की अपनी एक अलग लिपि थी, अपना व्याकरण था और खड़ी हिंदी से पुराना इतिहास भी। ये उत्तर भारत की एक क्लासिकल भाषा है जिसमें लेखन की एक प्राचीन परंपरा है। शायद इसी वजह से इसमें भोजपुरी की तरह अश्लीलता का पुट नहीं आ पाया। कवि कोकिल विद्यापति मिथिलांचल के ही थे। लेकिन मिथिलांचल का इलाका जब बंगाल के विभाजन के बाद बिहार का हिस्सा बना तो हिंदी के वर्चस्व के तले ये भाषा धीरे-धीरे अपना असर खोती गई है। मुझे याद आता है, मेरे बचपन के समय तक पटना की चेतना समिति एक बड़ा सांस्कृतिक केंद्र था और वहां बड़े आयोजन होते थे। लेकिन धीरे-धीरे लोग हिंदी अंग्रेजी की तरफ बढ़ते गये और मैथिली सिर्फ घरों में सिमट कर रह गई-वो भी मां के आंचल तले, पत्नी की बांहों में भी नहीं।

आज मैथिलभाषी लोग अपनी भाषा बोलने में हीनता का अनुभव करने लगे हैं। सभी लोग तो नहीं लेकिन एक वर्ग ऐसा तो जरुर बन गया है। लोगों को ये बताते हुए शर्म आती है कि उनका घर सहरसा या दरभंगा है। मां-बाप की आंखे बच्चों को पॉप संगीत पर थिरकते देख चमक उठती है, मानो वे सदियों से इस इलाके में रहे पिछड़ेपन और गरीबी की जिल्लत से एकबारगी ही मुक्ति पा गए हों। लेकिन शायद ये मेरी भाषा के साथ ही नहीं हो रहा। ये त्रासदी उन सारी भाषाओं की है जो आकार में छोटी हैं, और नौकरी व कारोबार के अनुकूल नहीं है। हिंदुस्तान में जिंदा रहने के लिए हिंदी-अंग्रेजी का ज्ञान जरुरी हो गया है, कल्चर और मातृभाषा तो सेकेंडरी चीज हो गई है।

PATNA: Bihar's six government-run engineering colleges have fewer than 40 teachers, including principals, to cater to over 4,000 students, triggering resentment among them and forcing thousands of others to study in other states.

The acute shortage of teachers in six colleges can be gauged from the fact that there are over 300 vacancies for teachers, according to college authorities.

Principals of all six engineering colleges say they have been managing everything with the help of guest faculty members, but repeated protests and hunger strikes in recent months by students to highlight their plight belie the claims.

Students of these colleges in Bihar are regretting their decision to stay and study in their own state, given the acute shortage of teachers that badly hit laboratory and workshop activities.

"I simply curse my fate for opting to stay back in Bihar, instead of going outside to study engineering like thousands of other students from the state," said Surya Prakash, a fourth year student of the engineering college in Motihari.

"We will be passing engineering without doing anything in the lab or workshop," he said.

Rajesh Kumar, another student of the same college, expressed similar sentiments.

"I was selected for three engineering colleges in West Bengal, Karnataka and Orissa but decided to stay in Bihar. It was a blunder on my part," he said.

The two are among thousands of engineering students who are unhappy with lack of facilities, including shortage of teachers and unavailability of basic infrastructure in six engineering colleges.

The problem is long-standing.

Last year, the Nitish Kumar government was embarrassed when the opposition raised the issue that polytechnic faculty have been deputed as teachers for taking classes in the four new engineering colleges opened four years ago by the government.

However, the officials concerned downplay the problems.

"We manage everything with the help of a guest faculty," said S.N. Ojha, principal of the Motihari Engineering College.

The college has only seven permanent teachers to teach its 750 students.

The Chandi engineering college also has only seven teachers, and the same situation persists in the Gaya and Darbhanga engineering colleges also, according to college authorities.

"Students have been completing engineering courses virtually without lab and workshop work in Motihari and Chandi. Sometimes, the students were taken to other colleges for lab work," admitted a senior official of the state science and technology department, which oversees the engineering colleges.

Angry over the pathetic condition of engineering colleges and the government's apathy in resolving the issues, the students of four new engineering colleges, set up by the Nitish Kumar government, began an indefinite hunger strike in Patna Oct 18.

The students, however, called off their protest following the government's assurances to provide them the necessary facilities in their engineering colleges.

KATHMANDU — The United States announced on Tuesday the launch of a $30 million programme to combat the severe threat climate change is posing to the people and the diverse wildlife of Nepal.
The five-year Hariyo Ban programme, funded by the US Agency for International Development (USAID), will aim to reduce carbon dioxide emissions by one million tonnes, improve the management of 50,000 hectares of forest and pay local communities to protect endangered animals.
"This ambitious project recognises that forests are the true wealth of Nepal as forests not only support the livelihoods of millions of people and provide a safe haven for endangered species but also are vital to combat the impacts of climate change," said Hariyo Ban chief Judy Oglethorpe.
Nepal is facing increasingly frequent forest fires, floods and landslides while the retreat of ice in the Himalayas has increased the risk of glacier lake floods which threaten downstream communities and wildlife.
More than 1.9 million people are at high risk from climate change in the landlocked Himalayan nation, Hariyo Ban says, while a further 10 million are increasingly at risk.
"Nepal, being a Himalayan country, is one of the most climate-vulnerable countries in the world and the government of Nepal welcomes the efforts being made by Hariyo Ban," said Deependra Bahadur Kshetry, vice-chairman of the government's National Planning Commission.
Hariyo Ban -- which uses the Nepali phrase for "green forests" -- will work towards reducing deforestation while conserving the Terai southern plains and the Chitwan-Annapurna Landscape, a biologically important region containing snow leopards, red pandas and musk deer.
The Terai -- often referred to as the rice bowl of Nepal -- is home to tigers, rhinos and elephants as well as a population of about 6.7 million people from several ethnic groups.

GAUSHALA, Nov 8: One person died in a road accident at Sonamai VDC-6 of Mahottari district on Tuesday.

Sudip Kumar Yadav, 18, of Sripur of the district, died on the spot when a bus (Na 3 Kha 1506) bound to Bardibas from Jaleshwor knocked him down at Timkiya of the VDC, according to District Police Office, Mahottari.

The driver and the bus were kept under police control for necessary investigation while the body has been kept at the District Hospital for postmortem.

NEPALGUNJ: Three persons were critically injured when a powerful socket bomb went off at the residence of Birendra Kumar Shah in Shitalnagar VDC-13 at around 8:45 this morning.

Baburam Kahar, 27, Salikram Kahar, 25, and Durges Kahar, who were living on rent in Shah's house, were injured critically in the accident, said Chief of the Ward Police Office Mukunda Rijal.

The preliminary investigation shows that the bomb might have exploded while making bombs in Kahars' kitchen room.

Baburam sustained injuries on his both hands, right leg and other body parts. Similarly, Durges and Shalikram received deep injuries in their body parts. They have been sent to Bheri Zonal Hospital for treatment.

KATHMANDU: Chairman of Foreign Affairs Department of the ruling Indian National Congress Party and President of the Indian Council for Cultural Relations Dr. Karan Singh stated on Tuesday that Buddha’s birthplace Lumbini would remain as the area of Indian interest and concern.

Lumbini-- a Buddhist pilgrimage site in the Rupandehi district of Nepal and an UNESCO World Heritage Site is about 8-km far from the open Nepal-India border.

At a time when lots of international agencies are showing their interest and expressing readiness in developing Lumbini, Nepal’s immediate Southern neighbor India also does not want to stand aloof, said Singh in an interaction programme organised by Reporter’s Club in the capital.

Asia Pacific Exchange and Cooperation Foundation (APECF), the Hong Kong-based NGO has recently announced to execute the $3 billion Lumbini Recovery Plan to develop Lumbini as an ultimate pilgrimage destination for the Buddhists around the world, within nine years.

“India is also interested to invest in promoting and protecting the religious and historical significance of Lumbini,” said the Indian scholar. “The development of Lumbini should be made by coming together of Nepal and India.”

नेपाल के राजनीतिक दलों ने एक समझौते के तहत फैसला लिया है कि आने वाले दिनों में एक तिहाई माओवादी छापामारों को नेपाली सुरक्षाबलों में भर्ती किया जाएगा. इसके अलावा दूसरे माओवादी छापामारों को मुआवजा दिया जायेगा. यह सारा काम अगले कुछ माह में पूरे किये जाने पर सहमति हो गई है.

पिछले कई सालों से नेपाल के राजनीतिक दलों के बीच माओवादी छापामार को लेकर लंबी बहस चलती रही है. नेपाल में लगभग 19 हजार माओवादी छापामार हैं, जो 2006 के शांति समझौते के बाद से शिविरों में रह रहे हैं.

नेपाली छापामारों को लेकर नेपाल में गतिरोध की स्थिति बनी रही है. पिछले कुछ सालों में छापामारों के मुद्दे पर कई असफल बैटकें हुई हैं लेकिन अंततः मंगलवार को मधेशी मोर्चा और तीनों प्रमुख दलों ने शांति समझौते पर हस्ताक्षर कर इसका हल निकालने का दावा किया है.

प्रधानमंत्री निवास बालुवाटार में पूरे दिन कम्युनिस्ट पार्टी ऑफ़ नेपाल (माओवादी), नेपाली कांग्रेस औऱ कम्युनिस्ट पार्टी ऑफ़ नेपाल (एकीकृत मार्क्सवादी-लेनिनवादी) और मधेशी मोर्चा की प्रधानमंत्री बाबूराम भट्टराई के साथ बैठक चलती रही. पहले राजनीतिक दलों ने अलग-अलग बैठक की, उसके बाद बाबूराम भट्टराई की उपस्थिति में सभी दलों ने एक संयुक्त बैठक में शांति समझौते पर मुहर लगाई.

माओवादियों की ओर से अध्यक्ष प्रचण्ड, एमाले की ओर से पार्टी अध्यक्ष झलनाथ खनाल, कांग्रेस की ओर से पार्टी सभापति सुशील कोइराला और मधेशी मोर्चा की ओर से फोरम लोकतांत्रिक के अध्यक्ष विजय कुमार गच्छेदार ने इस शांति समझौते पर हस्ताक्षर किये.

इस शांति समझौते के अनुसार लगभग 6500 माओवादी छापामार नेपाल के सुरक्षाबल में शामिल किये जाएंगे. जो माओवादी छापामार बचेंगे, उन्हें अनुभव और अन्य योग्यता के आधार पर 5 से 8 लाख रुपये पुनर्वास के लिये दिया जाएगा. इस पूरी प्रक्रिया को व्यवहार में लाने के लिये एक आयोग बनाया जाएगा.

About a week before Nepal Prime Minister Baburam Bhattarai embarked on a goodwill trip to India, he had announced a high-powered committee for the development of Lumbini, under the leadership of Prachanda, the chief of the Maoist party. This triggered speculation that in case Bhattarai felt unwelcome in India, he would turn to the north and involve China in a big way in the Lumbini project, apparently for the all-round development of the birth place of Lord Buddha.
There is a background to this speculation. The United Nations Industrial Development Organisation’s China chapter and the Beijing-backed Asia Pacific Exchange and Cooperation Foundation (APECF) had signed a deal in mid-July to turn Lumbini into a “special development zone”. Prachanda is one of the vice-chairpersons of the APECF. However, despite the fact that the Jhalanath Khanal-led government survived on the support of the Unified Communist Party of Nepal-Maoists (UCPN-M), the then prime minister had politely told Prachanda that such a mega project could not and should not be brought in haste, without assessing its pros and cons.

Kathmandu, Nepal –

At least six persons were killed and more than a dozen others injured when a passenger bus and a micro-bus collided at Ghapadi Tole of Madhesa VDC-4 along the East-west Highway in Sunsari district on Monday morning.

The deceased passengers have been identified as Bir Bahadur Katuwal, Dambar Kumari Karki, 4560, and Raliya Malik, 40, of Madhesa-4, and Ratna Bahadur Bista 55, of Madhesa-5. Likewise, microbus driver Durga Karki of Bhojpur also killed at the accident but another deceased passenger is yet to identified.

The ill-fated microbus with number plate Ko 1 Ja 930, en route to Ghaighat from Biratnagar and bus with number plate Na 3 Kha 3141 heading to Itahari from Inaruwa collided at around 9 am.

SIRAHA: An unknown disease has claimed more than 20 lives in over four months this year in Panabari of Chandra Ayodhyapur-6 in the district.

According to Ramgensingh Danuwar, a local, five villagers died in five days from October 25 to 30 due to the mysterious disease. The dead are Achchelal Sada, Rambilas Sada, Suratiya Sada, Tripul Sada and Jogiya Kamati.

“All of them had similar symptoms — headache, vomiting and giddiness,” said Ramgensingh, adding that they died within 12 hours after the symptoms appeared.

“The deaths has unleashed terror among villagers,” said another local Bhulla Sada.

According to Bhulla, more than 15 people have died of the disease in the village in 20 days in June/July. A team of health workers from the district and Eastern Regional Office had come to investigate. “But, they did not tell us the reason behind the deaths, and we did not bother to inform the authorities about the latest deaths,” said Sada.

Locals said some supernatural forces had caused the series of deaths in the village. “Evil spirit has entered the village this time again,” said the locals.

The District Public Health Office said home-made hooch made of inedible and unhygienic ingredients was behind the deaths.

KATHMANDU, Nov 8: The government is soon conducting feasibility study for developing special economic zones (SEZs) in Dhanusha, Siraha and Jhapa districts.
“We will soon initiate the process for selecting consultants.

The budget for 2011/12 fiscal year has allocated Rs 6 million to conduct feasibility study,” said Yam Kumari Khatiwada, national director of SEZ Project and spokesperson of the Ministry of Industry (MoI).

The government has already initiated the process of developing SEZs in Panchkhal of Kavre, Ratomate of Nuwakot, Dhangadhi, Kapilvastu, Jumla, Biratnagar, Simara of Bara and Bhairawa of Rupandehi to boost exports by providing special facilities to manufacturers interested to shift their production facilities to SEZs.

Of the eight SEZs in pipeline, the ones in Simara and Bhairawa are currently under construction. The government has allocated Rs 150 million to develop infrastructures in Bhairawa, acquire land in Simara and conduct Environment Impact Assessment (EIA) study in Panchkhal.

“We are planning to complete development of key infrastructures in Simara and Bhairawa this year to ensure that these SEZs come into operation at the earliest,” Khatiwada said.

However, the target of bringing these SEZs into operation has already been delayed by over a year.

The feasibility study for the construction of SEZs in Panchkhal, Ratomata Dhangadhi has already been completed, while studies on the viability of Jumla, Kapilvastu and Biratnagar SEZs are under progress.

“We expect to get feasibility report for Jumla, Kapilvastu and Biratnagar SEZs within a couple of months. We´ve already received preliminary reports from the consultants,” added Khatiwada.

The preliminary report submitted to the government in the first week of July showed that SEZs in Jumla, Kapilvastu and Biratnagar are feasible provided that the government acquires land, ensures road connectivity and prioritizes local products for the sustainability of these zones.

Local products and products sourced from adjoining districts will be sufficient for the viability of SEZs in Biratnagar and Kapilvastu, according to the report. The report added that the government should focus on promotion of local products and transport of goods to and from the district to make SEZ in Jumla viable.

The government has initiated the process of constructing infrastructures such as roads, water supply and electricity lines and other necessary facilities at proposed SEZs in Bhairawa and Simara. “We are hopeful of bringing the SEZ in Bhairawa into operation by next year,” added Khatiwada.

In an effort to institutionalize the SEZ concept, the government has registered the SEZ Act in the parliament.

SAPTARI: Chairman of the Madhesi Janadhikar Forum (MJF) Upendra Yadav has averred on Monday that the 7-point peace deal forged between the UCPN-Maoist establishment faction and the non-Maoist actors is not going to bear a sustainable peace.

Speaking at a press meet organized in Rajbiraj by the Madhesi Janadhikar Forum Nepal, Saptari chapter, the former minister appraised the facades of the peace deal and said, integrating only 6,500 Maoist People Liberation Armies(PLA)’s combatants and sending others home by handing some amount of money in the name of rehabilitation may ignite a fresh conflict.

“The seven-point deal has misjudged the idea of Security Sector Reform (SSR) and making it inclusive, which has kept intact possibility of conflict,” he said.

Yadav doubted the implementation of the seven- point deal, saying the leaders of the major parties are not honest.

Laying a claim that the incumbent Bhattarai-led government cannot execute the twin tasks of process and statute, Yadav called for a national consensus government.

KATHMANDU: Aiming to promote Danusha district and the entire Tarai region of Nepal, the Nepal Development Society (NDS) has produced two documentaries that tell about the cultural, religious and other aspects of that place. The documentaries entitled Aitihasik, Dharmik Tatha Paryatakiya Chhetra Danusha and Uttarayani Mela Dekhi Bandipur Mela Samma, were launched amidst a programme organised at Shital Niwas on November 4.

According to the documentary makers, the documentaries aim to enhance economical situation of Nepal by promoting the assets of the Tarai region which can be an attraction for national and international tourists. One of the documentaries, Aitihasik... has captured the scenic beauty of Jankpurdham, Uttardham, Nepal’s first and only railway station, and of water bodies. Also genuine as well as funny comments of the audience have been included in the documentary which make it interesting.

Chief guest President Dr Ram Baran Yadav expressed, “Janakpurdham situated in Dhanusha district is a religiously important place for all Hindus. If only people from Bihar, India seven crore populations could visit Dhanusha, it could make huge difference in the economic status of Tarai region and could enhance the life of people living there.”

Amrit Bahadhur Tamang, President of NDS shared, “We chose Dhanusha for our documentary because this place is important in many aspects. Nepal has got its first President from the same area. It took us six months to capture all those beauties and heritages of Dhanusha.”

RAJBIRAJ: Deputy Prime Minister and Home Minister Bijaya Kumar Gachhadar today said political parties have no option but to extend the Constituent Assembly’s term by six months for the last time.

“Non-extensionwill put the peace and statute drafting processes in peril. Thus, it is necessary to extend the CA’s lifeline for the last time”, Gachhadar told mediapersons at Barmajhiya in Saptari.

Stating that the seven-point deal had created a firm basis for concluding the peace process and drafting the constitution, Gachhadar asked political parties to zero in on completing tasks of the peace and constitution drafting processes.

When asked about the Mohan Baidhya faction’s protest against the seven-point deal and their reluctance to return properties, Gachhadar assured that the government would implement the agreement.

In a different context, Gachhadar said the government would hold talks with political armed outfits in the Tarai and mainstream them. “The government will invite outfits operating with political objective to the negotiating table. But, criminals working in the guise of politics will be dealt with militarily,” Gachhadar warned.

On bulk recruitment of Madhesi youths in Nepali Army, Gachhadar said the government should begin the process of recruiting 10,000 Madhesi youths in Nepali Army as per the provision in the constitution.

“If bulk recruitment of youth is not feasible, a separate regiment has to be formed for recruiting youths in NA,” Gachhadar remarked.

KATHMANDU, Nov 6: Two persons were killed and seven others injured when a bus fell from a bridge on Sunday.

The bus (Ra 1 Kha 518) en-route to Naryanpur, Dang fell off from a bridge around five in the morning, near Chaulai-1 of Dang killing two on the spot.

The injured have been sent to Nepalgunj for further treatment after preliminary treatment at a health center in Lamahi.

The deceased have been identified as Yuvaraj BK, 28, the bus driver from Halvaar VDC, Parseni and the assistant driver Parbat Giri, 24 of Manpur-1, informed Police Inspector Haridas Shrestha of the Area Police Office.

According to Shrestha, the passengers informed him that the driver had fallen asleep while driving the bus.

Those injured are Sita Sijwal of Narayanpur, Subash Khadka, Laxman Shah, Sunil BK of Dhikpur, Sita KC of Changu, Narayanpur-4, informed the police.

A huge crowd escorted Sushil Kumar as he reached his hometown Motihari in Bihar, today. A computer operator and private tutor, Sushil Kumar is the first winner of Rs. 5 crore jackpot in the fifth season of Kaun Banega Crorepati.

Though, the 27-year-old has only taken home close to Rs. 4 crore, he has already thought of how he’s going to spend the amount. “I love reading. Before winning this amount, I couldn't buy many books, but now, I will make a huge library,” said Kumar.

Kumar, who was earning a monthly salary of Rs. 6000, now plans to quit his job to pursue further studies to become an IAS officer. He also wants to help his other three brothers in their careers. “I want to help my brothers in setting up their business, in any field they want,” added Kumar.

PARSA: Deputy Prime Minister and Home Minister Bijay Kumar Gachhadar has pledged to assign competent police officers in all the 75 districts of the country.

Taking part in a discussion programme with the Birgunj-based business community on Saturday, Deputy Prime Minister Gachhadar vowed to bring drastic changes in the state's security mechanism for guaranteeing sound security in the country.

Praising Superintendent of Police Ramesh Kharel of Parsa for his professional performance and significant role in improving the district's security, he said, "Now, all the districts will have police officers like SP Kharel."

The Home Minister further said that the objective of organising the security meet in the town was to motivate local police officers.

Minister for Finance and Peace and Reconstruction, Barsha Man Pun said that during the talks agreement has been forged to give political recognition to the activities of the Morcha from the government side and from the Morcha side not to carry out any armed activities in the future.

The two sides also agreed to hold next round of dialogue on November 21. On the same day, the Morcha will provide the details of its weapons to the government.

PANITYANKI: Though it is punishable act to engage children in vulnerable works, their use in smuggling occurred on the Nepal-India border has not been ceased yet.

The school-going-aged children are being used in smuggling on border areas in an uninterrupted manner by bringing them under the influence of money.

Especially the parents, who have been unemployed for the past few years, are sending their children to undertake such abusive works without any hesitation.

Children are used to carry goods via main gate of Biratnagar customs office and illegal routes. They worked as a carrier to bring customs duty evaded goods of smugglers in bordering market Jogbani and Rani area of Biratnagar.

Some of the children used in such works are physically challenged.

The innocent children do not get due remuneration from smugglers however they are used to undertake such risky job.

The trend has even increased when the police and customs offices evade checking the children and release them with minor warning.

More than 100 children are engaged to carry various goods in Biratnagar Jogbani checkpoint, according to activists of UPCA Nepal crusading for child rights.

Cricket Association of Nepal (CAN) formed committees for successful hosting of the Asian Cricket Council (ACC) Twenty20 Cup and reshuffled regional committee.

A board meeting of the newly appointed executive committee appointed Sailesh Chaudhary as the president of Region No 1 (Biratnagar) while CAN vice-president TB Shah replace Pawan Agrawal in Region No 2 (Birgunj).

Vice-president Sri Niwas Rana replaced Upendra Bhattarai as the chief of Region No 3 (Kathmandu).

Likewise, Anup Thapa, Binod Mainali, Chatur Bahadur Chand, Uttam Karmacharya and Raju Babu Shrestha have been appointed as the presidents of Region No 4 (Bhairahawa), Region No 5 (Nepalgunj), Region No 6 (Baitadi), Region No 7 (Janakpur) and Region No 8 (Pokhara) respectively. Mainali, Chand and Karmacharya retained their positions.

CAN President Tanka Aangbuhang said the regional committees have been reshuffled as some of the regional chiefs had resigned after the formation of new CAN executive committee.

Meanwhile, the board meeting formed several committees to successfully organize the upcoming ACC Twenty20 Cup in Kathmandu.

Meanwhile, the meeting also formed “statute drafting committee” headed by Vice president TB Shah. The committee includes General Secretary Ashok Pyakurel and Secretary Thakur Pahadi as members.

RAJBIRAJ: Students of Shankar Higher Secondary School, Rupnagar, on Friday rounded up police office obstructing traffic for an hour to protest the murder of their colleague Nisha Satyal.

Nisha, 17, was an 11th grader at the school. A rally, which was taken out from the school in protest of the murder, disrupted traffic. The students obstructed the East-West Highway picketing the Area Police Office, Kanchanpur.

The students postponed the agitation after police agreed to file case against Amar Magar, 18, Mahesh Niraula, 16, Asmit Niraula, 15, and Deepak Adhikari of Bardiya district on the charge of their involvement in the incident.

The body of Nisha, daughter of Bishnu Satyal, of Theliya VDC-5 was recovered at local Khotardevi Community Forest on October 31. Nisha had gone there to graze goats. The body was found with wounds on it and no clothes on the sensitive organs.

It was no ordinary happening when saints blossomed like mushrooms around sixth century B.C; Buddha and Mahavir in India, Pythagoras in Greece, Zoroaster in Unan (now Iran), Milarepa in Tibet, Druids in Europe and a few notable saints in China. According to Madame H.P.Blavatsky, founder of Theosophical Society, earth developments had reached three-and-a-half rounds out of seven in which the clock needle would complete its full circle.

It was the time to turn back to your origin after completing all experiences and learning, a goal towards existence as "perfect beings" in cosmos finally. These gurus were divinely destined to provide spiritual guidance to humans round the globe according to their making. After these big-ones a chain of gurus followed in every religion to turn human's attention towards their real purpose of life.

Many more methods came into being: Tantra, Mantra, Hatha-Yoga and so on. However, all these methods are based on self-efforts and take a long time to produce results. KATHMANDU, Nov 2: The government has decided to bring Janakpur Railway Company (JRC), which operates Janakpur-Jainagar railway, under the purview of Department of Railway (DoR) in the Ministry of Physical Planning and Works (MoPPW).

A cabinet meeting held immediately after the India visit of Prime Minister Dr. Babu Ram Bhattarai took the decision, paving the way for DoR to oversee management of the country´s sole and oldest rail service, which has been so far under the Ministry of Labor and Transport Management (MoLTM).

“The government made the decision keeping in view the need to appoint a single authority, which is DoR now, to oversee all railway matters. This decision has ended all practical problems in managing the sector, which till now involved different agencies in its management,” Ram Kumar Lamsal, director general of DoR, told Republica on Tuesday.

Lamsal said the DoR will devise plans for the revival of the country´s ailing rail service that requires over Rs 1 billion of investment to make it fully operational and financially independent.

“We will take over the management responsibilities after taking stock of assets and liabilities of the railways, that is once we get a formal letter of the cabinet decision,” said Lamsal.

The government formed the DoR in July, according it the responsibility to oversee all railway related works. It has also approved a quota of 35 employees for the newly-opened DoR.

The Parliament´s Public Accounts Committee (PAC) had directed the government on August 11 to hand over the responsibility of managing the state-owned railways from the MoLTM to the DoR of MoPPW in a bid to end confusion as to which agency is responsible to oversee the 75-year old Nepal railways.

In the presence of ministers and top officials of MoLTM and MoPPW, the JRC had floated a long-term actionplan involving over Rs 1.34 billion at a PAC meeting to give a new lease of life to the loss making railways and turn it into a profit-making undertaking with a daily revenue worth Rs 100,000.

NEPALGUNJ: An underground armed outfit has detonated a powerful bomb at 2:00 pm in the vicinity of the District Land Reform Office in Nepalgunj in Banke district on Wednesday.

An explosive was set off near the room of the office in-charge Om Bahadur Khadka today, said Inspector Mukunda Rijal, of Ward Police Office, Nepalgunj.

The explosion has caused minor damage including on the office door. Police has said that it was a time bomb.

Acting on a tip off, the police had already informed the office staff and service-seekers about the bomb timed to be detonated; the explosion did not cause any human casualties.

Pamphlets have also been scattered around the premises. The explosion occurred during the visit by Indian envoy to Nepal Jayanta Prasad to Nepalgunj.

Bhagat Singh, central chairman of Terai Madhes Mukti Party said on telephone that the motive for the explosion was the exploitation of poor people by the land reform office.

KATHMANDU, Nov 4: UCPN (Maoist) Chairman Pushpa Kamal Dahal has said he is to propose to United Nations Secretary-General Ban Ki-moon to head the International Committee for Development of Lumbini, during his imminent New York visit.

Dahal, who is also chairman of the government-formed National Directive Committee on Broader Lumbini Development, said he made his plan with a view to garner international support for developing Lumbini as a ´World Peace City´.

"A national-level committee for the development of Lumbini has already been formed and we will talk directly to UN headquarters to form an international committee for the purpose," Dahal told Republica at his residence at Nayabazar, Wednesday. "I believe the international committee should as far as possible be headed by the UN secretary-general because that will be very good also for garnering international support for the development of Lumbini."

Dahal, who is scheduled to leave for New York Saturday at the head of a delegation of the National Directive Committee on Broader Lumbini Development, said he is for proposing the UN secretary-general to head the international committee and that he wants to be joint-coordinator of the body.

Preparation is underway to convene a grand function in Lumbini in the presence of Ban, after the formation of the international committee.

According to Dahal, the proposed international committee proposed to be headed by Ban will concentrate its efforts on garnering and mobilizing international resources and support to develop Lumbini, the birthplace of Lord Gautam Buddha, as a World Peace City.

"Gautam Buddha is revered as a symbol of peace across the world and we want to develop Lumbini as a center for settling conflicts and disputes taking place in any part of the globe," said Dahal. "Lumbini should be an international center and we are going to New York to create ground for that."

Dahal planned to go to UN headquarters after a plan to invest US$ three billion through a Chinese non-government organization -- Asia Pacific Exchange and Cooperation Foundation (APECF) -- for Lumbini development was dragged into controversy. Dahal is co-chairman of APECF.

APECF officials are for winning the confidence of New Delhi with the help of UN headquarters, as Indian officials had smelt a rat in APECF´s plan to make a huge investment in Lumbini that lies in Nepal near the Indian border.

According to UN officials in Beijing, APECF officials called on Ban in New York a month ago and discussed Dahal´s upcoming visit and APECF´s project for Lumbini.

Xiao Wunan, executive vice-chairman of APECF, had earlier claimed that he had talked to Ban during the latter´s visit to Australia two months before and found the UN very positive toward the development of Lumbini.

Dahal said that as head of the government-formed committee, he would propose the UN secretary-general to head the international committee, on behalf of the government but not as APECF´s co-chairman. "This time I am going to New York on behalf of the government, not in the capacity of APECF co-chairman," Dahal clarified. He, however, was quick to add that APECF will be incorporated in the broader project of Lumbini development once the UN heads the project.

Meantime, officials have started initiatives to arrange meetings for the Maoist chairman with US President Barack Obama and Secretary of State Hillary Clinton. Officials said Dahal is for a meeting with President Obama himself.

Deputy Prime Minister and Home Minister Bijaya Kumar Gachchhadar Sunday said that process of recruiting Madhesi youths in Nepal Army (NA) will be started soon as per the four point deal reached with the UCPN (Maoist) during the prime ministerial election.

Inaugurating a building of the area police office in Hari Nagar of Sunsari district, the DPM said that fresh recruitment will be announced as a part of the agreement to ensure bulk entry of the Madhesi youths in the NA.

“Though we have agreed to recruit 10 thousand Madhesi youths, one to two thousand youths will be recruited through an open competition among the Madhesi youths in the first phase due to the lack of resources,” the Madhesi minister added.

A clause of the deal signed between the Maoist party and United Democratic Madhesi Front (UDMF) agrees to start the process of recruiting 10 thousand Madhesi youths in the NA.

RAJBIRAJ: At least two people died and as many as hundred affected due to diarrhea outbreak in Tilathi of Saptari district.

The deceased have been identified as Thakani Devi Yadav (65) of Tilathi VDC-4 and Niras Sutihar (15) of ward 7, informed in-charge of Tilathi sub-health post Deependra Kumar Jha.

Thakani Devi had long been in critical condition due to diarrhea and died while undergoing treatment. Likewise, Niras Sutihar also breathed his last on Friday morning due to the same problem.

It has been gradually breaking out in the village, said locals. Over hundred of diarrhea patients are getting treatment at camp conducted by the District Public Health Office in Tilathi while some of them are being admitted at Sagarmatha zonal hospital in Rajbiraj.

Chief District Officer of Saptari Lekhnath Pokharel has issued directive to the District Public Health Office to take immediate measures to prevent diarrhea in the district.

Siliguri, Nov. 3: The state committee of the Akhil Bharatiya Adivasi Vikas Parishad today turned away five regional leaders who had been showcaused, refusing to accept any “informal” explanation on why they had decided to join the Gorkhaland Territorial Administration.

The Parishad state president Birsa Tirkey said no meeting could take place until the proceedings against the five leaders were completed after they replied to the showcause notices in writing.

They could even be expelled, Tirkey said, as their announcement on Sunday that they wanted the Dooars and the Terai to be part of the new set-up for the hills has not gone down well with a section of Adivasis in the region.

Tirkey said based on the replies the executive committee of the Parishad, a tribal outfit with considerable influence in north Bengal, would decide on the action to be taken against the five.

“Last year, we expelled the then regional secretary of the Dooars-Terai unit, Rajesh Lakra, on similar grounds,” Tirkey said.

Five leaders of the Parishad from the Dooars and the Terai — John Barla, Tezkumar Toppo, Sukra Munda, Joseph Hembram and Nicotin Minz — were showcaused yesterday for joining hands with the Gorkha Janmukti Morcha without the consent of the state leadership. Barla was also removed from his post as the president of the Dooars-Terai unit of the outfit.

“They contacted us after their arrival today in Calcutta and said they wanted to meet us and explain the rationale behind joining hands with the Morcha. But we clearly told them that we would not do so until the proceedings against them were completed.”

Tirkey admitted that the regional leaders enjoyed much support in the Dooars and the Terai. But there would always be other “new and competent” people to fill the vacuum (if they were expelled), he said. “Our organisational base will not suffer,” Tirkey said. “Instead, it would be further strengthened as the people would be more committed to our ideology.”

The five leaders, who are also expected to attend the tripartite meeting on tea wages at the Writers’ Buildings tomorrow, said they were disappointed with the refusal of the state leadership to meet them.

“We contacted the state leadership of our party but they refused to meet us,” Toppo said.

“We will again try to meet them after the tripartite talks on the tea wages tomorrow. It is necessary to clear the confusion and explain what made us sign the pact with the Morcha. Of course, we shall reply to the show-cause notices and comply with the decision of the executive committee.”

Barla said he had not yet received the showcause notice. “We shall clarify our stand to the people of the Dooars when we hold a public meeting there on November 6,” he said.

At least three of the showcaused leaders, Toppo, Barla and Munda, will be present at the meeting as members of the Progressive Tea Workers’ Union, the labour wing of the Parishad.

‘Buddha-era relics’ found in Lumbini by ekantipur.com

RUPANDEHI, NOV 03 -
Archaeological objects dating back to Gautam Buddha’s time have been found at Devdaha in Lumbini. The palace of Lord Buddha’s maternal uncle is located in Devdaha.
Local people found the remains of a hukka (smoking pot made of clay), bricks, diyo (a small earthen lamp) and a pond under a peepal tree at Bhaluhi’s Buddhapath and informed the local administration and the Lumbini Development Trust (LDT) of the finding.
According to elderly people in the area, Lord Buddha used to take bath in the area and it has a small temple too.
Following an inspection, archaeological officer of the LDT Himale Upreti said the relics may be traced back to Buddha’s times. He said an excavation needs to be carried out in the area to verify the objects.
“Objects dating back to centuries were found here earlier too. However, people were not aware of them and the place remained unnoticed,” Upreti said, adding that there might be various other archaeologically important sites in Devdaha.
Buddha Idols, a temple and rooms, diyos and bricks were uncovered during excavation in Devdaha’s Kanyamai last year also.
An excavation team, which resumed work in the area on Oct 13 this year, said there are many such areas where objects dating back to the Buddha’s time can be found.
The team said it will start excavation at places including Bairimai, Khayardanda, Pakaribriksha and Mayadevi temple after work at Kanyamai is completed.

पटना । मोतिहारी के सुशील के बाद बिहार के एक और लाल ने केबीसी में अपनी प्रतिभा का परचम लहराया है। पटना के अनिल कुमार ने एक करो़ड़ जीत लिए हैं। वे बैंक ऑफ इंडिया में काम करते हैं। इस कामयाबी का प्रसारण ९ नवंबर को होगा। इस तरह सप्ताह भर के अंदर बिहार के दो प्रतियोगियों को सफलता मिली। अनिल ११ साल से केबीसी में भाग लेने का प्रयास कर रहे थे।विनय परिहार

हौसला बुलंद हो तो सफलता खुद चरण चूमने चली आती है। मोतिहारी के सुशील ने केबीसी में सफलता के झंडे गा़ड़कर इस कथ्य को प्रमाणित किया है। बुधवार को सुशील की सफलता का टीवी से प्रसारण देखकर उनके परिजन और दोस्त खुशी से झूमते। उधर सुशील अपनी पत्नी को गले लगा रहे थे और इधर उनके मोहल्ले में लोग एक-दूसरे से गले मिलकर बधाई देते रहे। कौन बनेगा करो़ड़पति का प्रसारण देखने उनके मोहल्ले में शुभचिंतकों की भी़ड़ टीवी से चिपकी रही। पिता अमरनाथ इसे छठ मइया की कृपा मानते हैं और ससुर कृष्णा प्रसाद ने अपने दमाद के लिए इस छठ पर कोसी भराई भी की। इलाके का नाम रोशन करने वाले इस गुद़ड़ी के लाल को बिहार का ब्रांड एम्बेसडर बनाने के लिए मोतिहारी के विधायक प्रमोद कुमार ने मुख्यमंत्री नीतीश कुमार को पत्र लिखा है। यूं तो सुशील की सफलता की जानकारी पूरे देश को धनतेरस के दिन ही मिल गई थी लेकिन टीवी प्रसारण देखने की ललक बुधवार तक बनी रही। सुशील ने केबीसी में पांच करो़ड़ का जैकपाट जीता तो पिता का सीना गर्व से चौ़ड़ा हो गया।

कानपुर। रथवा पे सवार, अर्घ्य लेवे आहिल बाड़े हो... इन्हीं पंक्तियों के साथ उदय होते हुए सूर्य को अर्घ्य देकर महिलाओं ने 36 घंटे के कठिन तप का परायण किया। सूर्य उपासना के महापर्व डाला छठ पर अर्घ्य देने के बाद महिलाओं ने ठेकवा, अदरक खाकर व्रत खेला और छठ मइया से परिवार और बेटों की सलामती की दुआ मांगी।
गाजे, बाजे के साथ सूर्य उदय से पहले महिलाएं, बच्चे और बुजुर्ग घटों पर पहुंचे। कई महिलाओं ने मन्नत पूरी होने पर कोसी भरी। घंटो पानी में खड़े रहने के बाद सूर्य की पहली किरण को देख महिलाओं ने गऊ माता के दूध से सूर्य को अर्घ्य दिया। इस दौरान एक ओर घाटों पर जोरदार आतिशबाजी की गई। महिलाओं ने घर की सुख शांति और बच्चों की लंबी उम्र की प्रार्थना की। बच्चों ने घंटो पटाखे छुड़ाकर पूजा का समापन किया। सूर्य देवता को जल चढ़ाने के बाद घर लौटी महिलाओं ने पूजा की टोकरी में रखे फल, ठेकुआ आदि प्रसाद को खाने के बाद जल पीकर व्रत को तोड़ा। अखिल भारतीय भोजपुरी महासभा के राष्ट्रीय अध्यक्ष संतोष गहमरी ने बताया कि महिलाएं भी मनोकामना पूर्ति के लिए व्रत को रखती है। छठ पूजा समिति के अध्यक्ष संतोष सिंह ने कहा कि पानी की गंदगी ने महिलाओं को विचलित किया।

छठ व्रत के परायण के मौके पर मुंडन संस्कार का भी आयोजन किया गया। घाटों पर बच्चों के मुंडन किए गए।

पूजन करके घर आई महिलाओं ने व्रत खोलने के बाद आस पड़ोस में प्रसाद का वितरण किया। ठेकुआ, फल के प्रसाद के वितरण के लिए बच्चे सुबह सुबह निकल पड़े।

Chhatihar: On the sixth day of birth. Shashthika (Sathi) Bhagwati is worshiped in the evening on a special alpana. The mother and child wear new yellow clothes.Things required are: Purhar Patil, Deep, Earthen pot, Fan made of bamboo (beeain), Kajrauta, Shahi Kant, Knife, Chura, lava, paper, red ink.

Namkaran: On the 11th or 12th day of the birth of the child or any auspicious day. Pooja of Panch Devata, Vishnu, Navagraha and Parthiv Shivaling is performed. A suitable name often determined by Rashi of the child is then given to the child. The mother, child and the person performing the pooja and rites wear new clothes. At times, the name is written on the lips of the child with durba stem dipped in madhu. This rite is less prevalent.

Annaprashan: In the 6/8 month for male and 7/9 month for female child. On an auspicious day and time (Shubha Muhurta). After performing puja, the child, in new clothes, is fed payas, sweets by an elderly lady.
Mundan/ Karnvedha: In 1/3/5 year. Auspicious day and time (see calendar). The hair of the child is cut with scissors and are collected in the anchar of an elderly lady who sits behind the child. This is disposed off in the evening in the roots of bamboo tree or in a river. Durbakshat and chumaon are performed. Feast is held or sweets distributed among the guests. If Karnvedha (optional) is performed, then ears of the child are pierced with gold earrings (Kundal). This rite can also be performed in Upnayan, where this is an essential rite.

Akshararambha: In 3rd or 5th year (generally on Mundan Day). In the morning hour, (after Mundan Ceremony) the acharya performs puja of Panch Devata, Kul Devata, Ganesh, Lakshmi, Saraswati, Vishnu, Mahadeva and Brahma. On a whole banana leaf ,placed over an alpana,5 kg of rice is spread. Acharya takes the child in his lap and holding a chalk in the child’s hand writes “OM NAMAH SHIDHDHAM” on rice. It is, then, covered with an yellow cloth. The rice is removed in the evening and used. Nowadays, Akshararambh is also performed on Basant Panchmi day.

Bihar is scripting a new tale of arms and the man. State police chief Abhyanand, who took charge a month ago, has ushered in the innovative idea of making agricultural and gardening tools from seized arms and ammunition.

“Thousands of illegal arms, like pistols and guns, nabbed from criminals and stored in police stations will now be melted to manufacture tools to be used in farming and gardening,” he says.

Abhyanand has earlier come out with other concepts such as fast-track courts, one of the most effective tools in establishing rule of law and order in Bihar. He says, “Tools made from the seized firearms would be used for development to help people earn their livelihood.” adding that the weapons will not only be destroyed in the presence of a magistrate but the entire process “videographed for evidence”.

Recently, police in Darbhanga district started the process, forging hoes and hedge clippers from the illegal arms. On October 17, Darbhanga chief judicial magistrate PK Dixit had passed an order to destroy weapons confiscated from a criminal, Mandal, convicted in 2006 under the Arms Act, 1959.

“We destroyed some of the arms stored in the malkhana of the University Police Station and manufactured tools to be used in farming and gardening,” says Darbhanga Range Inspector General of Police RK Mishra. Another officer feels this ‘recycling’ was probably the first of its kind in India.

Mishra adds, “We’re happy that a rare initiative to destroy arms to manufacture tools for agricultural purpose started from Darbhanga.”

Interestingly, the country-made pistol could not be destroyed by local blacksmiths despite their best efforts. “So, they were taken to a foundry in Begusarai district and liquefied in the presence of a magistrate,” says Darbhanga Senior SP Vikas Vaibhav.

The Darbhanga IG, has shot off letters to the police chiefs of Purnea, Katihar and Supaul districts to prepare a list of seized weapons for which court procedures are over.

Hindi as the National Language of India: After independence the first constitution of India recognized Hindi (written in Devnagari Script) as the official Language of the country. But this language has been serving the country for at least for the last one thousand and five hundreds years and today is a lingua franca all over India. It is the first language of more than half of the country. During Mughal period it spread to Hyderabad in south, which was identified by the name of ‘Dakkhini Hindi’, and in north-eastern region from Bengal to the former Greater Assam as ‘Brajbuli’. At present it is used by people all over India from the extreme north in Kashmir to the extreme south in Kanyakumari and also in the north-eastern states to the northern states like Punjab. The vast region states of northern and mid-region states, where Hindi is used as the first language, have a leading role to promote this language and have played leading role in making it rich in literature and linguistically.

Now Hindi is developing its international form also. Most of the developed countries in the world have some Hindi speakers. Some developing countries like Mauritius, Trinidad and Tobago, Surinam, Guyana and Fiji have sizeable Hindi speakers.

Influence of Hindi: After India, the second largest Hindi speaking country is Nepal. It is also the second largest country in the world, which uses Sanskrit. Nepal has a long tradition of her own literary compositions in these two languages; especially clear trends in literature and language developed of Hindi. At least for the last one thousand years, Hindi has influenced thoughts of Nepalese people and is used here widely in every part of the country. It is the first language of the people of Terai (plains) region and also a lingua franca all over the country. It has a great role in the day-to-day life of Nepalese people as well as in the Nepali language and literature. The reason is that the Nepali language and most of the other languages in Nepal share the same Devnagari script, which is the script of Sanskrit and Hindi too. The vocabulary of Hindi language has lots of Sanskrit words known as ‘Tatsam Shabda’. Even ‘Tadbhava Shabda0(s)’ are originally derived from Sanskrit vocabulary. Still Hindi has a closer affinity with Sanskrit and it is maintaining its position as the real descendant of Sanskrit. Hindi speaking people in India and Nepal admire Sanskrit as their ancestral language. Even today, original Sanskrit ‘Vedic’ and ‘Upanishadic’ mantras are frequently used during rituals and worship in Hindu families of India and Nepal. This relation between Sanskrit and Hindi made Hindi easily understood in Nepali speaking hilly region of Nepal. The southern part, i.e., Terai or plains region of Nepal, which is also known as the economic backbone of the country, has Hindi as the first language of its people. Though Terain people have less or insignificant role in national, political mainstream, or bureaucracy, till present, economically and linguistically the region has played a great role open the vast hilly region, i.e., the northern land area which is 83% of the total land area of the country. The rest 17% of the total area, i.e., the southern part of Terai region, has very dense population, about 51% of the total national population. But the Terai region feeds the hilly regions and its own Terai people as well. Only due to the fertile land and the hardworking farmers of the Terai region, this becomes possible. This dependency of hilly people upon Terain people made them develop economic, linguistic and cultural relations with Hindi speaking Terai belt. Thus Nepali speaking hill people learned Hindi as their second language.

For last thousands of years Nepal has a living contact with India. The relation between two countries is unique in all sense and has very broad aspects. The aspects are religious, cultural, social and linguistic. Every year thousands and thousands of Nepalese pilgrims travel to India’s religious places like Varanasi (Kashi) Prayag Triveni, Haridwar, Mathura, Vrindavan, Kedarnath, Badrinath, Amarnath, Dwarika, Gaya, Triupati- Balaji, Kanyakumari and Kamakhya. Similarly as millions of Indian pilgrims come to Nepal every year to worship Pashupatinath in Kathmandu, Janaki (Sita’s) temple at Janakpur, Barahkshetra in Kishi zone, Muktinath in western hill region and Devghat in the southern foot hills. This interaction between the people of the two countries has made it easy to learn Hindi even in the Nepali speaking hill region of Nepal. This interaction also strengthened the language development of the Hindi speaking Terai region of Nepal.

सूत्रों ने बताया कि केबीसी की शूटिंग के दौरान सुशील ने महानायक अमिताभ बच्चन द्वारा पूछे गये पांच करोड़ रुपये का सही जवाब देकर इसे जीत लिया। यह संभवत: भारतीय गेम शो इतिहास में जीती गयी सबसे बड़ी ईनामी राशि है।

हाल ही में शादी करने वाले कुमार एक कंप्यूटर आपरेटर हैं और बिहार में एक अंशकालिक ट्यूटर हैं। इससे पहले केबीसी के चौथे संस्करण में झारखंड की रहने वाली राहत तसलीम ने एक करोड़ रुपये जीते थे। चैनल सूत्रों ने बताया कि सोनी टीवी पर यह एपिसोड दो नवंबर को दिखाया जायेगा।

भारत में लाखों लोगों की आस्था से जुड़े, सूर्योपासना के प्राचीन हिन्दू पर्व छठ ने अब अमेरिका में भी दस्तक दे दी है और वहां बसे भारतीयों ने बाकायदा सूर्य को अर्ध्य देकर यह पर्व मनाया।

वाशिंगटन के उपनगर वर्जिनिया में स्टर्लिंग स्थित ऐतिहासिक पोटामैक नदी के किनारे 200 से अधिक भारतीय मूल के अमेरिकी नागरिक एकत्र हुए। छठ का व्रत करने वाली चार महिलाओं ने नदी के पानी में डुबकी लगाई और भगवान सूर्य की अराधना की।

पटना से आए एक सॉफ्टवेयर इंजीनियर कृपा एस सिंह ने बताया कि यहां पर मेरा यह तीसरा साल है, लेकिन इस बार सबसे ज्यादा भीड़ यहां एकत्र हुई है। सिंह की पत्नी अनिता ने पोटोमैक नदी पर छठ पूजा की।

वर्ष 2009 में यहां पर अकेले छठ पूजा शुरू करने वाले सिंह ने कहा उम्मीद है कि सुबह यहां और लोग एकत्रित होंगे। यहां पर आये कुछ लोग दूर-दराज के भागों जैसे न्यूजर्सी से भी आए थे।

नई दिल्ली।। सूर्य की उपासना का पर्व छठ उत्तर भारत सहित देश के कई हिस्सों में धार्मिक हर्षोल्लास के साथ मनाया जा रहा है। बिहार, झारखण्ड, पूर्वी उत्तर प्रदेश, दिल्ली, मुंबई में देश के अन्य हिस्सों में व्रतधारियों ने मंगलवार शाम को डूबते को अर्घ्य दिया। इस अवसर पर नदियों और तालाबों के तटों पर बड़ी संख्या में श्रद्धालु उमड़े। भजनों और गीत-संगीत से पूरा वातावरण गुंजायमान रहा।

चार दिवसीय छठ पर्व की शुरुआत 'नहाय खाय' से रविवार को हुई और सोमवार को धार्मिक अनुष्ठान 'खरना' किया गया जिसके तहत पकवान बनाए गए। मंगलवार को डूबते सूर्य को अर्घ्य दिया गया और बुधवार को उगते सूर्य को अर्घ्य देने के साथ ही यह पर्व खत्म हो जाएगा। इस दौरान विवाहित महिलाएं 36 घंटे का उपवास रखती हैं। अर्घ्य के दौरान डूबते और उगते सूर्य को आटे से बने पकवान, दूध, गन्ना, केला और नारियल का भोग लगाते हैं।

बिहार की राजधानी पटना सहित अन्य शहरों में यह पर्व धूमधाम से मनाया गया। इन शहरों में सभी सड़कों पर लोग नदियों और तालाबों की ओर रुख कर रहे थे। मुख्यमंत्री नीतीश कुमार और उनके मंत्रिमंडल के सहयोगी परिवार के साथ छठ पर्व मना रहे हैं। पूर्व मुख्यमंत्री लालू प्रसाद और उनकी पत्नी राबड़ी देवी इस बार नई दिल्ली में छठ मना रहे हैं।

‘उहाँ दरवार रहँदा विवाहित हुनुहुन्थ्यो र उहाँबाट एक छोरा भएको थियो । उहाँले आफ्नै आँखाबाट विरामी, भोका र मृत्यु देखेपछि मानव जीवनमा यी घट्नाहरु किन घटिरहेको छ भन्ने जिज्ञासा लिएर भौतिक जीवन त्यागी वोधगयाको वृक्षमुनी बसि ध्यान गर्नुभएको थियो’– संग्रहालयको अभिलेखमा छ ।

त्यहाँ वुद्धले ध्यानबाट वोधीसत्व प्राप्त गरेपछि मानव जीवनमा आइलाग्ने समस्या र चाहनाबीचको अन्तरसम्वन्धबारे सारनाथमा बसि सन्देश दिलाएको उल्लेख छ । वुद्धको मृत्यु ४८० बीसीमा भएको र उनको समाधिपछि वुद्धका उपदेश शिष्यहरुमा बाँडियो भनिएको छ ।

म्यूजियमको ‘द डिपार्टमेन्ट अफ एसिया’ मा मात्र एसिया महादेशका ७० हजार र संग्रहालयभर विश्वका ७० लाख ऐतिहासिक कलात्मक सामाग्री संग्रहित छन् । एसोसिएसन अफ लिडिङ भिजिटर एट्रयाक्सनका अनुसार, सन् २०१० मा ५८ लाख ४२ हजार १ सय ३८ जनाले ब्रिटिश म्युजियम अवलोकन गरेका थिए जुन बेलायतमै सबैभन्दा बढि आगन्तुक तान्ने गन्तव्य थियो ।

ग्रेट रसेल स्ट्रिटमा अवस्थित विश्वकै पहिलो सो राष्ट्रिय सार्वजनिक संग्रहालयका कर्मचारीले भने गलत तथ्यबारे अनभिज्ञता प्रकट गरे । ‘हामी त यहाँ उल्लेख गरिएको जानकारीमात्र पर्यटकलाई वर्णन गरिदिने हो, अन्य कुरा थाहा भएन’–एक कर्मचारीले भने ।

ब्रिटिश म्यूजियमका निर्देशक निल म्याकग्रेगोरले विश्व इतिहास सम्वन्धि जानकारी दिन बीबीसी रेडियो फोरमा प्रस्तुत गरेको एकसय श्रृंखलाको ‘अ हिस्ट्रि अफ द वर्ल्र्ड इन हन्ड्रेड अव्जेक्ट्स’ मा समेत वुद्धबारे त्यही भ्रम प्रसारण भएको थियो ।

इ.स. १७५३ मा स्थापित पुरानो संग्रहालयबाट विश्वभर गलत सन्देश प्रवाह भइरहनु दुःखद ठान्छन् बेलायतका नेपाली । वुद्धिष्ट कम्युनिटी सेन्टर यूकेका उपाध्यक्ष नारायणप्रसाद गुरुङले सो तथ्यबारे आफूले थाहा नपाएको जनाउंदै आगामी १२ तारिख नोभेम्वरमा हुने संस्थाको ट्रष्टी बैठकमा यस प्रसंग उठाएर सम्बन्धित निकायमा पुर्याउन पहल गर्ने जनाए ।

काठमाडौँ, कात्तिक १५- काठमाडौँलाई तराईसँग जोड्ने द्रूतमार्ग आयोजनाका लागि आवश्यक जग्गाको मुआब्जा निर्धारण कार्य सम्पन्न भएको छ। द्रूतमार्गका लागि आवश्यक जग्गाको मुआब्जा निर्धारणका विषयमा मकवानपुर जिल्ला प्रशासन कार्यालय र आयोजनाबीच सोमबार सहमति भएपछि उक्त कार्य सम्पन्न भएको हो।

गत आर्थिक वर्षको जेठ महिनादेखि आयोजनाले मुआब्जा निर्धारणको सम्बन्धमा स्थानीयवासी र जिल्ला प्रशासन कार्यालयसँग निरन्तर सम्झौताको प्रयास गर्दै आए पनि सफल हुन सकेको थिएन ।

आयोजना प्रमुख सरोजमान श्रेष्ठका अनुसार सोमबार प्रतिकट्ठा न्यूनतम् रु १० हजारदेखि अधिकतम् रु दुई लाख ८० हजारसम्म आयोजनाले मुआब्जा उपलब्ध गराउने सहमति भएको छ।

आयोजनाले जग्गा प्राप्तिको काम हेर्दै आएको छ भने द्रूतमार्ग निर्माणको सम्पूर्ण कार्य नेपाली सेनाले गर्दै आएको छ।

नेपाली सेनाका प्रवक्ता रवीन्द्र क्षेत्रीले जङ्गल, पुल निर्माण र मुआब्जा निर्धारण समयमा नै सम्पन्न भए 'ट्र्याक' खोल्ने कार्य छिट्टै सकिने जानकारी दिए।

उनले जिल्लाको हटिया, ठिङ्गन, सिस्नेरी, इपा–आँपचौर, इपा–उखुबारी, आम भञ्ज्याङलगायत सातवटा गाविसमा पर्ने जग्गाहरुको मुआब्जा निर्धारणले द्रूतमार्ग निर्माण गतिलाई अझ तीव्रता पाउने विश्वास व्यक्त गरे।

मकवानपुर जिल्लामा मात्रै ६५ प्रतिशतभन्दा बढी जग्गाहरु पर्छ भने बाँकी ऐलानी र प्रति जग्गाको राहत रकम उपलब्ध गराउनका लागि आयोजनाले सरकारसमक्ष अनुरोध गर्ने तयारी गरिरहेको छ।

'सूर्य पूजा गर्नेको जात र समुदाय सोध्नुहुन्छ र ?,' कान्तिपुरको एक प्रश्नमा उनले भनिन्, 'सूर्य त सबैको हो ।' जातपातको बेअर्थको झमेलामा पर्नुभन्दा तराई र

पहाडले एक-अर्काको राम्रो पक्षको सिको गर्दै जानुपर्ने उनले सुझाव दिइन् ।

वीरगन्ज निवासी अञ्जनाले जागिरे छोरासँग राजधानी आएपछि पनि छठलाई छाडेकी छैनन् । उनले तीन वर्षदेखि राजधानीमा छठ व्रत बसिरहेकी छन् । 'एकअर्काबाट आस्था र धर्मका राम्रा पक्ष सिक्नुपर्छ,' वृद्धा आमालाई सघाइरहेका ४० वषर्ीय पुष्पराजले भने ।

एक निजी औषधि कम्पनीमा कार्यरत पुष्पराज आठ वर्षअघि सपरिवार राजधानी प्रवेश गरेका हुन् । पूरा मुलुकको भविष्यबारे निर्णय गर्ने राजधानीको जलाशय किनारमा जातीय भेदभाव र पुस्तान्तरलाई मेट्दै पूजा गर्नेको कमी थिएन ।

ललितपुर-२, कुपन्डोल गुसिंगालस्थित राममन्दिर छेउमा अस्थायी पोखरी खनेर पूजा गरिरहेकी ४४ वषर्ीया लीलादेवी दासलाई दुई युवा छोरा र श्रीमान्ले सहयोग गरिरहेका थिए । 'पूजा सामग्रीको ढकिया र भारी बोक्दा लाज होइन, बरु गर्व र खुसी महसुस हुन्छ,' सिभिल इन्जिनियरिङ पढ्दै गरेका लीलादेवीका जेठा छोरा २३ वषर्ीय सन्तोषले भने । आमालाई सघाउन छठ अवधिभरि एकछिन पनि घरबाट टाढा नजाने गरेको एमबीबीएसमा अध्ययनरत उनका कान्छा छोरा २२ वषर्ीय सुनीलकुमारले भने । छोराद्वयले परिआएमा उपवास बस्नसमेत पछि नपर्ने बताए ।

'अरू बेला एकछिन घरमा बस्न नमान्ने छोरा र व्यस्त रहने श्रीमान् छठ सुरु भएदेखि मेरो मात्र चिन्ता गर्छन्,' झन्डै

अढाई दशकदेखि राजधानी बस्दै आएकी राजविराजकी लीलादेवीले भनिन् । उनी भन्छिन्, 'छठप्रति आस्था र इच्छाले गर्दा भएको हो ।' राजधानी आएदेखि एक/दुईपटक मात्र छठ मनाउन गाउँ गएको उनले बताइन् ।

उनका श्रीमान् ४८ वषर्ीय पशुपतिलाल दास नेपाल टेलिकमका इन्जिनियर हुन् । दासका अनुसार बढ्दो जलीय प्रदूषण र ठाउँ अभावले छठ पूजा गर्ने शैलीमा धेरै परिवर्तन आएको छ । नदी, खोला, पोखरी वा नहरको स्वच्छ पानीमा उभिएर सूर्यलाई अर्घ दिने परम्परा फोहोर बागमती र विष्णुमती किनारमा टिकाउन गाह्रो भएको छ ।

सो अवसरमा राष्ट्रपति यादवले स्थानीय युवाहरुको क्रियाशीलतामा सो पोखरीलाई स्वच्छ बनाइ तीर्थस्थलको रुपमा विकास गरेकोमा खुसी व्यक्त गरे।

सूर्यले मानिसलाई निरोग र समग्र सुख प्रदान गर्ने र पारिवारिक सुख सम्बृद्वि कायम गर्न सकिने विश्वासका साथ नेपालको तराइ भू-भागमा सिमित रहेको सो पर्व केही वर्षदेखि राजधानीमा पनि महत्वपूर्ण संस्कृतिका रुपमा विकसित हुँदै हिमाली, पहाडी, तराई सम्पूर्ण मूलका बीचमा लोकप्रिय हुँदै गएको छ।

सो पर्व विभिन्न सङ्घसस्थाको आयोजना र प्रयासमा केही वर्षदेखि राजधानीका विभिन्न नदी, तलाउ, जलाशयलगायतका स्थानमा मनाइन थालेकाले महत्वपूर्ण संस्कृतिका रुपमा परिचय बनाउन सफल भएको हो।

छठ पर्वमा भक्तजनले कात्तिक शुक्ल (षष्ठी आजको दिन) मा व्रत बसी अस्ताउँदो सूर्यलाई पूजा गरी सप्तमीका दिन सवेरै उदाउँदो सूर्यको पूजाका साथै अर्घ्य दिने गरिन्छ।

सो अवसरमा विभिन्न राजनीतिक दलका नेता, समाजसेवी, उद्योगी, स्थानीयवासीलगायत ठूलो सङ्ख्यामा भक्तजनको सहभागिता रहेको थियो।

नेपालमा दसैं र तिहारपछि सामान्यतया मानिसहरू चाडपर्वबाट फुर्सद लिने मनस्थितिमा हुन्छन् । तर नेपालकै सांस्कृतिक प्रदेश मिथिलामा भने तिहारको लगत्तै छठी पर्वको चटारो सुरु हुन्छ । यद्यपि केही दसक अघिसम्म मिथिला क्षेत्रमा मात्र सीमित छठी पर्व आजको दिनमा समस्त हिन्दु धर्मावलम्बीहरूको एक महत्त्वपूर्ण पर्वको रूपमा स्थापित भइसकेको छ । यतिमात्र नभई मिथिलालाई आ-आफ्नो भूभागमा बाँडेका दुई स्वतन्त्र देश भारत र नेपालको यो राष्ट्रिय पर्वसमेत बनिसकेको छ । खासगरी नेपालको कुरा गर्ने हो भने आजको दिनमा छठी पर्वको नामबाट कुनै पनि नेपाली अनभिज्ञ

छैनन् । सरकारले यस दिनमा सार्वजनिक विदा दिनथालेबाट मात्र नभई राजधानी काठमाडौंमा मिथिलावासीहरूले यो पर्व मनाउन सुरु गर्नुले विशेष भूमिका निर्वाह गरेको छ । विगतमा तराई विकास समाज, तराई सांस्कृतिक प्रतिष्ठान लगायतका संस्थाहरूले गएको दुई दसकदेखि काठमाडौं उपत्यकामा छठी पर्वका लागि सहज वातावरण बनाई आयोजना गर्ने विभिन्न कार्यक्रमले पनि मद्दत पुर्‍यायो । जनयुद्धताका आवागमन कष्टकर हुँदै गएपछि काठमाडौं उपत्यकामा बस्ने मिथिलावासीहरूले राजधानीमै छठी मनाउन थाल्नुले पनि यसको विस्तृतिलाई मलजल गर्‍यो ।

छठी पर्वको प्रारम्भ कहिलेदेखि भएको हो भन्ने कुराको कुनै प्रामाणिक आधार उपलब्ध छैन । साथै छठी परमेश्वरीको भाकल गरिने यस पर्वमा सूर्यलाई किन अर्घ दिइन्छ भन्ने कुरा पनि त्यति स्पष्ट छैन । ब्रह्मवैवर्त पुराणमा सूर्यसँग षष्ठी तिथिको सम्बन्धको उल्लेख छ । षष्ठीबाटै अपभ्रमसित भएर यो छठी हुनगएको कुरा स्पष्ट नै छ । यस पुराणअनुसार प्रकृति देवीले आफूलाई पाँच भागमा बाँडेकी छिन् । ती भागहरू हुन्- दुर्गा, लक्ष्मी, सरस्वती, राधा र सावित्री । प्रकृतिको छैठौं अंश षष्ठीलाई मानिएको छ । षष्ठी देवीको पूजा-आराधनाका विषयमा भविष्य पुराण र ब्रह्मवैवर्त पुराणमा चर्चा गरिएको पाइन्छ । मैथिल महाकवि विद्यापतिकृत वर्षकृत्यमा भने सूर्य षष्ठीको चर्चा प्रतिहार षष्ठीको रूपमा गरिएको

छ । यिनै आधारहरूलाई लिएर छठी पर्वलाई सूर्य षष्ठी तथा प्रतिहार षष्ठीको नामबाट पनि जानिन्छ । यी प्रत्येक नाममा षष्ठी तिथिको प्रधानता छ । तर षष्ठीयुक्त सप्तमी तिथिको यसमा प्रधानता हुन्छ । खासगरी प्रतिहारको अर्थ भोलिपल्टका लागि पूजा भन्ने पनि हुन्छ । प्रतिहार शब्दले षष्ठीलाई गौण गरी सप्तमीलाई मुख्य बनाएको छ । खासगरी सप्तमी तिथिलाई सूर्यको तिथि मानिन्छ । त्यसैले पनि मुख्यतः भोलिपल्ट गरिने पूजाका लागि षष्ठीलाई विशेष महत्त्व दिइएकोले यसमा सूर्य, षष्ठी र सप्तमीको समागम हुन गएको हो ।

यो पर्व मूलतः चारदिने पवित्र अनुष्ठान हो । यसमा चतुर्थी तिथिका दिन स्नान-ध्यानपश्चात पूर्ण सात्विक भोजन गर्ने गरिन्छ, जसलाई अर्वा-अर्वाइन भनिन्छ । पञ्चमीका दिन व्रत बस्नेले एकछाकी व्रत बस्छन् । यसदिन साँझपख सक्खरमा बनाइएको खिर भगवानलाई भोग लगाई स्वयम् व्रतीले पनि त्यही ग्रहण गर्ने गर्छन् । त्यसबेलादेखि सप्तमीको बिहानसम्मका लागि छठीको निराहार व्रत प्रारम्भ हुन्छ । षष्ठीका दिन दिनभरि प्रसादहरू बनाउने काम गरिन्छ । प्रसाद बनाउनमा व्रती स्वयम्को पनि संलग्नता हुन्छ भने उनलाई सघाउनेहरूले पनि पवित्रता र शुद्धताको यथेष्ट ध्यान राख्ने गर्छन् । कतिसम्म भने छठीका लागि भनेपछि बजारमा बेच्न राखिएको वस्तुमा स्वयम् व्यापारीहरूले पनि शुद्धतामा पर्याप्त ध्यान दिने गर्छन् । कतिपय परिवारमा छठीका लागि भनेर दसैंपछि नै माछामासुको प्रवेश वर्जित गर्ने गरिन्छ ।

हालका दिनमा छठी पर्वमा तडकभडक र तामझाम देखिनथाले तापनि वस्तुतः यो ग्रामीण र कृषि पर्व हो । यो पर्व सामान्य आय भएका कृषि क्षेत्रसँग सम्बद्ध जोसुकैले पनि मनाउन सक्छन् । त्यसैले यसलाई वास्तविक अर्थमा भन्ने हो साम्यवादी पर्व भन्न सकिन्छ । यसमा धनी र गरिब बीचको फरक नछुट्टनिुका साथै छुवाछूत, जातीय वा लिङ्गीय विभेद पनि पाइँदैन । यसमा प्रसादका रूपमा चढाइने सामग्रीहरूको संख्या ७० सम्म पुर्‍याउनुपर्ने मान्यता रहेको छ । यस्ता सामग्रीमा मूला, गाँजर, ज्यामिर, बेसार, अदुवा, पिँडालु, सुन्तला, केरा, उखु, नरिवल, सुपारी, पान, गेडागुडी, दही आदि हुन्छन् । कुनै कारणले ७० प्रकारका सामग्रीहरू पुर्‍याउन सकिएन भने गम्हरी भन्ने धानको चामल चढाउँदा पुग्छ । गम्हरीलाई औषधीय गुणयुक्त धान मानिन्छ । गम्हरी लगायत सबै सामग्री एउटा कर्मशील व्यक्तिले आफैं उत्पादन गर्न सक्छन् । त्यसैले यो धनधान्य तथा आर्थिक हैसियत देखाउने नभई कृषिप्रधान क्षेत्रका मानिसको कर्मशीलता प्रदर्शनको पर्व हो । अर्को महत्त्वपूर्ण कुरा के छ भने यसमा एउटै पोखरीको चारैतिर विभिन्न जातिका व्यक्तिले घाट बनाई आ-आफ्नो पूजा गर्ने गर्छन् । यसप्रकार छुवाछूतबाट यो पर्व मुक्त रहेको छ । यसैगरी मिथिला क्षेत्रका कतिपय इस्लाम, बौद्ध, इसाई धर्मावलम्बीहरूले समेत छठी परमेश्वरीको भाकल गर्ने गर्छन् ।

आज डूबते सूर्य को अर्घ्य दिया जाएगा और बुधवार को उगते सूर्य को अर्घ्य देने के साथ इस पर्व का समापन होगा.

छठ पूजा के लिए दिल्ली में यहां यमुना नदी के तटों की सफाई की गई है तथा अन्य इंतजाम किए गए हैं.
दिल्ली सरकार के अनुसार लगभग 40 लाख लागों के यमुना तटों पर पहुंचने की संभावना है.
छठ पर्व छठ, षष्ठी का अपभ्रंश है. कार्तिक मास की अमावस्या को दीवाली मनाने के तुरंत बाद मनाए जाने वाले इस चार दिवसीय व्रत की सबसे कठिन है और महत्वपूर्ण रात्रि कार्तिक शुक्ल षष्ठी की होती है.
इसी कारण इस व्रत का नामकरण छठ व्रत हो गया.
छठ लोक आस्था का पर्व है जो सूर्योपासना के लिए प्रसिद्ध है.
मूलत: सूर्य षष्ठी व्रत होने के कारण इसे छठ कहा गया है. यह पर्व वर्ष में दो बार मनाया जाता है. पहली बार चैत्र में और दूसरी बार कार्तिक में.
चैत्र शुक्लपक्ष षष्ठी पर मनाए जाने वाले छठ पर्व को चैती छठ व कार्तिक शुक्लपक्ष षष्ठी पर मनाए जाने वाले पर्व को कार्तिकी छठ कहा जाता है.
यह पर्व पारिवारिक सुख-समृद्धि तथा मनोवांछित फल प्राप्ति के लिए मनाया जाता है.
छठ व्रत के सम्बंध में कई कथाएं प्रचलित हैं.
एक कथा के अनुसार जब पांडव अपना सारा राजपाट जुए में हार गए, तब द्रौपदी ने छठ व्रत किया. इससे उसकी मनोकामनाएं पूरी हुईं और पांडवों को राजपाट वापस मिल गया.
लोकपरंपरा के अनुसार सूर्य देव और छठी मइया का सम्बंध भाई-बहन का है. लोक मातृ षष्ठी की पहली पूजा सूर्य ने ही की थी.

फरीदाबाद।। 'अइसन तू करे अइलू छठि माई के घटिया, बड़ा रे कठिन कइलू छठि के बरतिया' 'केरवा जे फरेला घवद से, ओह पर सुगा मंड़राय' 'कांच ही बांस के बहंगिया, बहंगी लचकत जाए' आदि अनेक भोजपुरी गीतों के माध्यम से छठ की महिमा को जानने का मन है तो हो जाएं तैयार। मंगलवार को शहर में विभिन्न घाटों पर छठ पूजा के लिए पहुंचने वाले व्रतियांे और उनके परिजनों का मनोरंजन करने के लिए पूर्वी उत्तर प्रदेश व बिहार से कई लोक गायक बुलाए गए हैं। कुछ जगहों पर देर रात तक और कई जगहों पर रात भर गीत संगीत की महफिल जमेगी।

सेक्टर-3 में पूर्वांचल विकास मंच ने लोगों को पूरी रात जगाने का कार्यक्रम बनाया है। मंच के प्रधान सुदीश कुमार यादव ने बताया कि उन्होंने नीरज निराला और कृष्णा यादव को बिहार से बुलाया है। दोनों भोजपुरी गीतों के कलाकार हैं। दोनों ही मंगलवार रात 7.30 बजे से बुधवार सुबह 6 बजे तक गीतों की महफिल सजाएंगे। सेक्टर-3 में हनुमान मंदिर पर सुनील सुरीला, नंदकिशोर अकेला, धनेश आदि रात 8 बजे से 12 बजे तक सुर लहरी छेड़ेंगे। डबुआ कॉलोनी स्थित भोजपुरी-अवधी समाज ने पिंटू राज रसीला, वीरेंद्र शर्मा, मंटू, प्रयागराज आदि कलाकारों को बुलाया है। यह कलाकार मंगलवार शाम 4 से 9 बजे रात तक लोकगीत सुनाएंगे। समाज के प्रधान रमाकांत तिवारी ने अधिक भीड़ से होने वाली दिक्कतों को दूर करने के लिए प्रशासन को सहयोग के लिए लेटर लिखा है। दयालबाग के जी एफ ब्लॉक में नवीन कुमार मिश्रा, पूजा झा व रीना मिश्रा लोगों का मनोरंजन करेंगे। इसका आयोजन बिहार एकता परिषद कर रही है। परिषद के अध्यक्ष घूरन झा ने बताया कि कार्यक्रम रात 8 से 12 बजे तक होगा।

आज पारिवारिक सुख, शान्ति, कल्याण, रोगबाट मुक्ति तथा विभिन्न मनोकाङ्क्षा पूरा होस् भन्ने उद्देश्यअनुरूप श्रद्धापूर्वक अस्ताउँदो सूर्यलाई पूजाआजा अर्चना र अर्घ्य दिइ भोलि बिहान उदाउँदो सूर्यलाई पूजाआजा र अर्घ्य दिई छठ पर्व सम्पन्न गरिंदैछ ।
सूर्यको आराधना तथा व्रत पूजालाई ‘छठ’ पर्व भन्ने चलन छ । चैत महिनाको शुक्लपक्षमा ‘चैती छठ’ र कात्तिक महिनाको शुक्लपक्षमा ‘कात्तिकी छठ’ मनाउने परम्परा रहे पनि कार्तिकी छठको महत्व ठूलो भएकाले धेरै जसो श्रद्धालुहरूले कार्तिकी छठ मनाउने गरेका बुझिएको छ ।
मूलतः तराईवासी र मैथिल समाजले मनाउने विशेष चाडको रूपमा रहेको यो पर्वलाई सूर्य षष्ठी, स्कन्ध षष्ठी र छठी मइया आदिको नामले पुजिन्छ । छठ पर्वका अवसरमा तराईका नदी–तलाउमा श्रद्धालु भक्तजनको भिड लाग्ने गर्छ ।
छठ पर्वको रोचक पक्ष अस्ताउँदो सूर्यको पूजाआजा अघ्र्य दिइ रातभर व्रत, भजन किर्तन गरी उदाउँदो सूर्यको पूजाअर्चना अघ्र्य दिइ व्रत समाप्ति गरिने भएकाले छठपर्वलाई महत्वपूर्ण मानिन्छ ।
श्रद्धालु भक्तजनका अनुसार सात्विक र श्रद्धाका साथ गरिने यस पूजाबाट सुख शान्ति, धनधान्य र पुत्र प्राप्ति हुने तथा विभिन्न कठिनाइबाट मुक्ति पाइने विश्वास रहेको छ । उल्लासमय वातावरणमा मनाइने यस पर्वको पहिलो दिन व्रतालुहरू चोखो भएर नुहाएर सात्विक भोजन गर्ने गर्दछन् भने सो भोजन व्रतालुहरूले आफैं तयार गर्नुपर्ने हुन्छ ।
‘खरना’ भनिने दोस्रो दिन दिनभर व्रतालुहरू उपवास बसेर साँझको समयमा रोटी, खीर, नैवेद्य आदिद्वारा छठमाईको पूजा गरी शान्तमय वातावरणमा भोजन गरी आफ्ना साखासन्तानलाई ‘खरना’को प्रसाद वितरण गर्ने चलन छ ।
व्रतको तेस्रो दिन अर्थात् षष्ठी तिथिमा पवित्र जलाशयमा नुहाएर ठेकुवा, पुरी, चामलको पीठोको सख्खर सहितको लड्डु, विभिन्न प्रकारका फलफूल, उखु, नरिबल, बेसारको बोट र मिष्ठान्नलाई बाँसले बनाइएको ढकी, नाङ्लो आदिमा राखेर नदी, पोखरी, नहर र जलाशयको छेउमा गएर अस्ताउँदै र उदाउँदै गरेको सूर्यको पूजा गर्ने परम्परा छ ।
व्रतालुहरू पानीमा बसेर भक्तिपूर्वक पूजा गरी अस्ताएको सूर्यलाई अघ्र्य दिएर सूर्यदेवलाई ढोग्ने गर्दछन् । यस कार्यमा उपस्थित परिवारका सदस्यहरूले पनि अघ्र्यमा दूध र गङ्गाजल हालेर अर्घ्य दिन सघाउँछन् ।

इतिहास

इतिहास सृष्टिको सुरुवातदेखि नै सूर्यको उपासना गरिंदै आएको पाइन्छ । अग्नि पुराणमा पनि षष्ठी व्रतको प्रसंग उल्लेख छ । चौध वर्षको वनवास र एक वर्षको अज्ञातवास बसेको बेला कुन्ती, द्रौपदी सहित पाण्डवले यो व्रत गरेको वर्णन महाभारतमा पाइन्छ । त्रेता युगमा राजा दशरथकी रानी कौशल्याले पनि यो व्रत गरेको बताइन्छ । कात्तिक महिनामा मनाइने छठलाई ठूलो छठ भनिन्छ । चैतको षष्ठी तिथिमा पनि केही ठाउँमा यो पर्व मनाइन्छ ।

विधि

सूर्य उपासनासँग सम्बन्धित छठ पर्व प्रत्येक वर्ष कात्तिकशुक्ल पञ्चमी र षष्ठीका दिन मनाइने गरिन्छ । व्रत बस्नेहरू स्नान गरेर उपवास बसी आत्मशुद्धि गर्छन्, जसलाई खर्ना भनिन्छ । षष्ठीका दिन नदी र पोखरीको घाटमा व्रतालुहरूले स्नान गरी बेलुकाको समयमा जलाशयमा उभिएर सूर्यलाई फलफूल, ठेकुवा र कसार अर्घ दिन्छन् । व्रतालु भक्तजनहरू राती धेरैजसो नदी किनारमा बास बस्छन् भने केही घर फर्किन्छन् । तर शुद्धाशुद्धिको धेरै विचार गर्नुपर्ने भएकाले कहीं कतै अशुद्ध नहोस् भन्नेमा उनीहरू सजग हुन्छन् । शुद्ध भावनाले यो व्रत गर्नाले तुरुन्त फल पनि पाइने धर्मावलम्बीहरूको विश्वास छ । त्यसकारण मनले मात्र शुद्ध नभएर सबैथोक चोखो हुनुपर्ने हुनाले व्रतालुहरूले मात्र नभई सम्पूर्ण परिवारले नै यसलाई कडाइका साथ पालना गर्छ ।

विसर्जन

षष्ठीको भोलिपल्ट ब्रहृममुहूर्तमा मानिसहरू पूजासामग्री लिएर नदी किनारमा गई स्नान गरी उदाउँदो सूर्यलाई फेरि अघ्र्य दिएपछि छठ पर्व सकिन्छ र प्रसाद बाँडिन्छ । छठको प्रसादमा उखु, केराउ, केरा, नरिवल, मिठाइ, चना, ठेकुवा, कसार, कागती र अदुवा राखिन्छ । विशेषगरी शुद्ध घिउमा गहुँको पिठोबाट निर्मित ठेकुवा र चामलबाट निर्मित कसारको विशेष प्रसाद बनाइन्छ । छठ माताको पूजाआजा गरेपछि भाकल गर्नेहरूको सबै मनोकामना पूरा हुने धार्मिक विश्वास छ । यो व्रत गर्नाले चर्मरोग छिटो निको हुने पनि विश्वास गरिन्छ । केही भक्तजन घरबाट साँझ र बिहान घर्सिंदै नदी वा पोखरीको किनारमा गई स्नान गरी व्रत पूरा गर्छन् । कतिले मनोकामना पूरा भएमा नाच नचाउने, पोखरीमा माटोको हात्ती राख्ने तथा दियो बाल्ने जस्ता कार्य पनि गर्छन् । सूर्यको प्रकाशमा भिटामिन डी प्राप्त हुने भएकाले मानवशरीर विज्ञानका अनुसार यो व्रतको महत्व आज पनि त्यत्तिकै छ ।

हामीले दसैँअगावै बक्राहा खोला किनारमा ठाउँ छुट्टयाइसक्यौं,' मोरङ रंगेलीका मित्र केशव कार्कीले फोन गर्दै भने । उनले भने, 'यसपटक त गाउँ आउँछौ नि, हाम्रो घाटमा पनि पूजा गर्न आउनु ।'

उनको परिवारले लोकदोहोरी घन्काउँदै नेपाली पहिरनमा विधिवत् छठ पूजा गर्छन् । केशवको परिवार केही वर्षअघिसम्म स्थानीय तराईवासी समुदायसँग पूजाआजामा सहभागी हुन्थे । बिस्तारै सिक्दै र बुझ्दै आफैं पूजा गर्न थालेका हुन् । बाल्यकालदेखि युवाअवस्थासम्म मैले मेरो प्यारो गाउँ रंगेली र छिमेकी गाउँ दर्वेशालाई जोड्ने बक्राहा खोला किनारमा पहाडे र मधेसी समुदायलाई काँधमा काँध जोड्दै छठ मनाएको देखेको छु ।

उनीहरू केही दिनअगावैदेखि खोला किनारमा घाट बनाएर केराको बोट र झिलिमिली बत्ती बालेर सजावट गर्छन् । बाजागाजाको साथ छठको मंगल गीत र लोक धुनमा मस्त हुन्छन् । उनीहरू अटल शौभाग्य, पति प्रेम, परिवार कल्याण, सुस्वास्थ्य र सन्तान प्राप्तिका लागि सूर्यको पुजा गर्छन् ।

एक दशकभन्दा बढी समयदेखि राजधानी बस्दा छठ पूजाको साँझ र बिहान उपत्यकाको जलाशय किनार र पोखरीहरूमा यस्तै दृश्य देख्दा मन गदगद हुन्छ । हिमाल, पहाड र तराईका हिन्दु धर्मावलम्बीले मात्र नभएर अन्य धर्मावलम्बी पनि सूर्यलाई पुज्न भेला भएको देख्छु । कुनै बेला यो पर्व तराईको मैथिली, थारू, भोजपुरी र अबधी समुदायमा मात्र सीमित थियो । परिवारका ज्येष्ठ र स्वस्थ महिलाले उपवास गरेर मनाउने यो सामूहिक पर्व अहिले विस्तार भएको छ ।

एउटा सूर्यले विश्वलाई प्रकाश दिन्छ । आज यही सूर्यले सबै नेपालीलाई जोड्न थालेको छ । जीवजन्तु र वनस्पतिको बाँच्ने आधार सूर्यलाई वैदिककालदेखि प्रमुख देउता मानिँदै आएको छ । सूर्य उपासनाको विशिष्ट पर्व छठमा यही मान्यतालाई निरन्तरता दिएको देखिन्छ । मानव जातिको उत्पत्तिसँगै सांस्कृतिक एवं धार्मिक अनुष्ठानको पर्वको रूपमा छइठ मनाउँदै गरेको धार्मिक विश्वास छ ।

तराई क्षेत्र भारत, नेपाल एवं भूटान में स्थित हिमालय के आधार के दक्षिण में स्थित क्षेत्रों को कहते हैं। यह क्षेत्र पश्चिम में यमुना नदी से लेकर पूरब में ब्रह्मपुत्र नदी तक फैला हुआ है। इस क्षेत्र में भूमि नम है तथा इस क्षेत्र में घास के मैदान एवं वन हैं। तराई क्षेत्र के उत्तरी भाग भाभर क्षेत्र कहलाता है। तराई क्षेत्र की भूमि के अन्दर मिट्टी और बालू की एक के बाद एक परते हैं। यहाँ पर जल-स्तर बहुत उपर है। इस क्षेत्र की नदियों में मानसून के समय प्राय: बाढ़ आ जाती है। तराई क्षेत्र के नीचे (दक्षिण में) गंगा-यमुना-ब्रह्मपुत्र का मैदानी क्षेत्र स्थित है।
