Bihar is scripting a new tale of arms and the man. State police chief Abhyanand, who took charge a month ago, has ushered in the innovative idea of making agricultural and gardening tools from seized arms and ammunition.

“Thousands of illegal arms, like pistols and guns, nabbed from criminals and stored in police stations will now be melted to manufacture tools to be used in farming and gardening,” he says.

Abhyanand has earlier come out with other concepts such as fast-track courts, one of the most effective tools in establishing rule of law and order in Bihar. He says, “Tools made from the seized firearms would be used for development to help people earn their livelihood.” adding that the weapons will not only be destroyed in the presence of a magistrate but the entire process “videographed for evidence”.

Recently, police in Darbhanga district started the process, forging hoes and hedge clippers from the illegal arms. On October 17, Darbhanga chief judicial magistrate PK Dixit had passed an order to destroy weapons confiscated from a criminal, Mandal, convicted in 2006 under the Arms Act, 1959.

“We destroyed some of the arms stored in the malkhana of the University Police Station and manufactured tools to be used in farming and gardening,” says Darbhanga Range Inspector General of Police RK Mishra. Another officer feels this ‘recycling’ was probably the first of its kind in India.

Mishra adds, “We’re happy that a rare initiative to destroy arms to manufacture tools for agricultural purpose started from Darbhanga.”

Interestingly, the country-made pistol could not be destroyed by local blacksmiths despite their best efforts. “So, they were taken to a foundry in Begusarai district and liquefied in the presence of a magistrate,” says Darbhanga Senior SP Vikas Vaibhav.

The Darbhanga IG, has shot off letters to the police chiefs of Purnea, Katihar and Supaul districts to prepare a list of seized weapons for which court procedures are over.
